Introduction:

Providing Government services represent a significant revenue stream for parastatals and are a vital link between a government and its citizens. Maintaining that link effectively,however,is proving to be highly problematic. That is because the payment function is forced to operate in a landscape of continually lowering margin, increase inefficiency and heightened customer demand for new products,increasing cost and regulatory-driven changes.

Parastatals have o explore new ways to retain and grow this business,or they risk being squeezed out and losing their relevance.There is a viable solution.The leverage service utility model provides a structure that will enable parastatals effectively achieve revenue collection in the long term. Better still, it offers them a way to seize new business opportuniies, grow new revenue streams and leverage cost across multiple payment channels.

The payment environment is changing almost overnight into one dominated by only a handful of firms with the scale, technology and process o deliver efficiency. But, payment are different to custody and control. Payment is simply the process of collecting revenue.to outsource the payments function does not necessary translate to losing control over custody .so how can parastatals solve this complex web?
